The string of attacks that pushed U.S. federal agencies to act reads like an escalation log. A Molotov cocktail at an AI CEO's home. Gunshots fired at a city councilman's house after he backed a data center. An anarchist arson at an AI campus in France. A power grid attack near Berlin that cut electricity to tens of thousands of households. Each incident had a manifesto, a target list, or a stated grievance tied directly to AI.
The FBI and the Department of Homeland Security have now formally named this category of threat. Leaked intelligence reports, first reported by Wired, show that federal counterterrorism offices are tracking anti-tech activism as a potential driver of political violence and monitoring data center opposition groups. A New York intelligence bureau warned that the rollout of AI technology could fuel large-scale protests that "devolve into civil unrest and anti-tech violent extremist activity."
This is a significant step. It means that threatening messages naming AI executives are now treated as credible federal threat signals, not fringe noise. It also means that physical infrastructure tied to AI, meaning the large buildings full of servers that power most of the AI tools businesses use today, is now classified as critical national security infrastructure in the United States.
The scale of organized opposition to these buildings is striking. Between March and June 2025 alone, projects worth $98 billion were blocked or delayed across the U.S. due to community resistance. By late 2025, hundreds of local opposition groups were active in 42 U.S. states. Most of this is peaceful: town hall meetings, Facebook groups, legal challenges. But a small and growing number of incidents have crossed into threats and actual violence against local officials who approve data center projects.
The grievances are not abstract. Data centers consume enormous amounts of water and electricity. A single facility in Georgia was found to have secretly drawn 29 million gallons of water through connections the local government did not know existed. Utility bills in communities near these facilities have risen sharply. The noise is constant. These are real and documentable harms, and they affect ordinary people who had no vote in the decisions that brought the facilities to their neighborhood.
On top of the local anger, there is a generational one. A Gallup survey of over 1,500 young people aged 14 to 29, published in April 2026, found that excitement about AI dropped 14 percentage points in a single year to just 22%, while anger rose 9 points to 31%. Nearly half of young working adults now believe the risks of AI outweigh the benefits at work. The survey's own researchers described the shift as driven by fears that AI is closing off entry-level jobs for people who just spent four years and significant money earning a degree.
Researchers who study political violence draw a consistent historical parallel: when people feel that a technology is causing them real harm and that no legitimate channel exists to address it, violence becomes more likely. The Luddites who smashed machines in 1811 were not simply afraid of progress; they were skilled workers watching their livelihoods disappear. The pattern has repeated across anti-computer bombings in France in the 1980s, eco-extremist attacks across Latin America, and now in attacks on the physical and human face of AI.
One specific warning from security analysts is worth noting for anyone in business. As high-profile targets like tech CEOs harden their personal security, researchers at the Soufan Center suggest the threat may shift to more accessible targets: locally identifiable officials, city council members, planning commissioners, and others who make concrete decisions about AI infrastructure in their communities. People with no security detail and a public address.
For most business operators, none of this requires immediate action. But it does require awareness. If your company is visibly building, operating, or politically backing AI infrastructure, you are visible in a way that carries new meaning. If you employ large numbers of people and are actively replacing roles with AI tools, the public narrative around that decision matters more than it did two years ago. The anger is real, documented, and growing. Understanding where it comes from is the first step to not being surprised by where it goes.
